SECTION 2: REGULAR SANCTIONED TOURNAMENTS a) All sanctioned tournaments will be governed
by NHPA rules and regulations. b) Regular sanctioned tournaments are open to any NHPA member, except for the State Championships. All tournament entrants must have a valid NHPA membership card. c) The Tournament Director shall have the final responsibility and authority in all matters pertaining to regular sanctioned tournaments. This includes format and type of play. d) The Tournament Director is responsible for deciding to suspend play for any reason. i. If a regular sanctioned tournament/class is suspended due to rain, darkness or curfew as determined by the tournament director, after reaching the halfway point, with a minimum of 100 shoes. It will be called an official tournament/class. ii. If a particular game within a tournament/class cannot be completed and play is later continued or rescheduled, the game is continued with the score being what it was at the last completed inning of play, at the time play was suspended. SECTION 3: STATE CHAMPIONSHIP TOURNAMENTS a) It shall be the obligation of the Association to specifically hold an annual State Championship Tournament for the purpose of determining the champion horseshoe pitchers in the State of New Jersey. b) The Executive Board will constitute the Tournament Committee for the State Championships. c) The Tournament Committee shall have final responsibility and authority in all matters pertaining to format of all classes after all tournament entries are received. d) There shall be two types of Championship Tournaments annually. i. New Jersey State Singles Championship ii. New Jersey State Doubles Championship e) If play is suspended due to rain, darkness or curfew any games which will determine winner, prizes or money will be played at a time and place set by the Executive Committee. |
ARTICLE VII OFFICERS AND ELECTIONS |
SECTION 1: Officers shall be elected by secret ballot during the State Singles Championship
tournament. The elected offices will assume their duties as such on the first day of November, the year they are elected. SECTION 2: The officers will be elected for two (2) year terms - beginning November 1, following the election. Election years of the officers will be staggered, with the President, Second Vice- President, Fourth Vice President and Sixth Vice President being elected in even- numbered years and the First Vice President, Third Vice President, Fifth Vice President, and Secretary/Secretary- Treasurer being elected in odd-numbered years, odd numbered years starting with the election for 1977 and even numbered years starting with 1978. SECTION 3: The office of President will be limited to two (2) consecutive terms. He/she may skip a term and run again. SECTION 4: Candidates for NJSHPA offices must declare their candidacy by August 1 of the election year. SECTION 5: Any officer of this Association may be removed by a two-thirds vote of the members present at a special meeting for neglect of duty or conduct unbecoming an elected officer. |
ARTICLE VIII EXPENSES |
SECTION 1: All books, stationery, and supplies, necessary for the operation of this
Association, shall be purchased by, and paid for by the Association. a) Authority to purchase shall be by majority vote at any meeting. b) Emergency expenditures may be authorized by the Executive Committee. SECTION 2: The official Association depository, where the Association shall establish a checking account to deposit and disburse funds, shall be designated by the Executive Committee. a) All checks drawn on this account shall have one signature, either the President or Secretary-Treasurer. |
ARTICLE IX ORDER OF BUSINESS |
SECTION 1: "Roberts Rules of Order" reading as follows, shall govern the order of all
meetings. 1. Roll Call 2. Minutes of previous meeting 3. Treasurer's Report 4. Committee Reports 5. Unfinished Business 6. New Business 7. Good and Welfare 8. Adjournment |
ARTICLE X AMENDMENTS |
SECTION 1: These By-Laws may be amended or revised at any regular or special meeting,
called for that reason, by a majority vote of the voting members present. SECTION 2: Notice of any proposed amendment or revision must be sent to each voting member at least three (3) days prior to any meeting where an amendment or revision is considered. SECTION 3: The By-Laws should be reviewed and/or revised at least every four years by an appointed committee. SECTION 4: Any time there is an amendment or revision to the By-Laws, an updated version of the document shall be available to the membership. |
